According to "The Identification and Management Guidelines for Modern Service Industry Innovation Zones in Zhongshan (Exposure Draft)", Zhongshan plans to build a number of industry-leading model modern service industry innovation zones with complete supporting facilities and a high agglomeration degree.
The Guidelines classify innovation zones according to their leading industries, covering such 6 producer services as information technology services, science and technology services, digital trade, modern logistics, modern finance, and professional services. The Guidelines suggest no more than three innovation zones of each type.
The Guidelines also declare conditions that should be met for each innovation zone. Conditions relate to the scale and influence of the leading industry and include the following: the total operating revenue of digital trade and modern finance innovation zones should be over 5 billion yuan, the information technology services and modern logistics zones should have revenue over 2 billion yuan, and the science and technology services and professional services zones should be over 1 billion yuan.
Management institutions, innovative public service platforms, advanced manufacturing-modern service integration projects and others within the innovation zones will be given priority in applying for national and provincial service industry development subsidies. Preferential policies for innovation zones will be formulated separately.
