The Zhongshan Public Security Bureau on May 27 held a press conference, announcing that 10 new reform measures on "administrative simplification, power decentralization, and service optimization" on traffic control launched by the Ministry of Public Security are to be effective from June 1.

Specifically, Zhongshan vehicle owners who meet four conditions can apply for license number exchange: non-operating vehicles of the same license plate category bearing the name of the same owner may apply for the license number exchange once.

Four conditions must be met for license number exchange: the two license plates shall be under the name of the same owner, have the same registration place, fall into the same license plate category, and be non-operating motor vehicles.

It should be noted that license plates of two vehicles can only be changed once a year.

Statistically, about 30,000 car owners (excluding motorcycles) in Zhongshan handle the business of using the original license number every year. 60,000 car owners are expected to benefit from this new regulation per year in Zhongshan.

Apart from routine service windows, Zhongshan Traffic Police has set up 115 vehicle driving management agency offices at car dealers, used car markets, motor vehicle safety technology inspection agencies and other institutions across the city.

By May 2019, vehicles held in Zhongshan has risen to 1.45 million, with the total number of drivers reaching 1.65 million.
