Zhongshan recently issued The Plan to Strengthen the Construction of Innovation and Entrepreneurship Bases for Youths from Hong Kong and Macao. The Plan proposed to build innovation and entrepreneurship bases for youths from Guangdong, Hong Kong and Macao in two phases, and grant youths from Hong Kong and Macao the same treatment as Zhongshan young people.
The Plan proposed that, by 2020, the Zhongshan E-park Entrepreneurship Incubation Base should be developed into a demonstration platform for cooperation among youths in Guangdong, Hong Kong and Macao; by 2025, the construction of the "Innovation and Entrepreneurship Park for Macao and Zhongshan Youths" in Tsuihang New District should be completed, which will accelerate the pace to build a group of socialized innovation and entrepreneurship bases for youths from Hong Kong and Macao. This will create a "1+1+N" pattern of carriers for innovation and entrepreneurship platforms with Zhongshan characteristics.
The Plan consists of 4 major tasks and 13 specific measures.
In terms of building an all-round multi-level policy support system, Zhongshan will promote policy coordination for innovation and entrepreneurship. In addition, the city will build service systems for youths from Hong Kong and Macao, and establish a multi-level financing support system.
In terms of creating a batch of carriers for innovation and entrepreneurship incubation platforms, Zhongshan will optimize the layout of carriers, increase resource for the carriers construction, build a full-chain service system for carriers, and facilitate the integration of production, education and research.
In terms of creating a nice living and working environment, Zhongshan will strive to meet the multi-level needs of housing of youths from Hong Kong and Macao. The city will also offer public services and enhance other living supporting services.
In terms of building a deep integration and communication mechanism, Zhongshan will enhance communication among youths from Guangdong, Hong Kong and Macao, build a docking platform for innovation and entrepreneurship resources, and increase the publicity of the construction of innovation and entrepreneurship bases.
