The Detailed Rules for the Implementation of the Management of Special Subsidy Funds for Installing Elevators in Existing Residential Buildings in Zhongshan was recently issued. If elevators built in old buildings are completed and filed after December 23, 2018, special subsidy funds can be applied.

The Detailed Rules specify that the standard subsidy for the installation of elevators in existing residential buildings is 100,000 yuan for each additional elevator completed. If the property owner is identified by the Zhongshan Civil Affairs Bureau as a household receiving subsistence allowances, a low-income household with financial difficulties, or a scattered extreme poor person who receiving relief and support, the full subsidy shall be given according to the cost of the additional elevator construction that the owner would share.

In principle, the subsidy of 100,000 yuan per elevator shall be distributed according to the proportion of the owner's capital contribution, and the specific amount shall be determined by all the owners through negotiation.

The Detailed Rules also specify the materials and procedures required for subsidy application, application reviewal, and publicity and subsidy allocations. When applying, it is clear that the subsidy shall be shared by all the capital contributors of the additional elevators, and the principle is "subsidy after construction".

The Detailed Rules shall be valid until December 23, 2023.
