The Ten Measures for the High-quality Development of ZOS-Park  formulated by the Zhongshan Bureau of Human Resources and Social Security will take effect on November 1 and will be valid for 3 years.

The measures will provide policy support mainly from the following 4 aspects:

First, priority shall be given to the optimization of talent service. Specifically, efforts will be made to improve service mechanisms for graduates returning from abroad and foreign experts, and establish the "Zhongshan Special Service Zone for Foreign Talent" which can simplify the handling of works permits and residence permits for foreigners. Housing projects will also be implemented, providing no less than 100 apartments every year for enterprises in ZOS-Park.

Second, support shall be provided for Hong Kong and Macao youth for innovation and entrepreneurship. For Hong Kong and Macao start-ups which settle in ZOS-Park and are funded by the Hong Kong Youth Development Fund, the Hong Kong Innovation and Technology Fund Program or the Macao Young Entrepreneurs Aid Scheme, a lump-sum subsidy of up to 600,000 yuan will be granted; Doctoral and postdoctoral science and technology resources will be integrated, and a lump-sum settlement subsidy will be given to enterprises from outside Zhongshan that want to join ZOS-Park and have won national, provincial or municipal doctoral or postdoctoral innovation and entrepreneurship competitions. The aforementioned subsidy shall be allocated at a 1:1 ratio against the competition prize obtained, with a maximum amount for national, provincial, and municipal competitions capped at 300,000, 200,000, and 100,000 yuan respectively.

Third, fintech support shall be strengthened. Related measures include setting up special investment funds, focusing on supporting the innovation and development of enterprises in early and start-up stages settled in the park, supporting enterprises to increase investment in R&D, and granting subsidies of up to 3% of the pre-tax R&D expenses including a tax deduction approved by the tax bureau. For enterprises whose national, provincial or municipal science and technology projects have been approved, the towns and districts where the park is located will give support according to the collective financial subsidy amount at all levels.

Fourth, efforts shall be put into promoting the innovation and development of the park. To be more specific, the policy will support the construction of sub-parks featuring regional industries; Separate management from operation, follow government-led and market-oriented operation principles, introduce specialized platforms for attracting investment and the daily operation & management of the park, and separate management organization from operation teams to stimulate the innovation and development of the park.
